Katy ISD’s Frailey Named Region IV Superintendent Of The Year

Even as controversy continued swirl over Katy ISD Superintendent Alton Frailey’s controversial comments during a recent orientation session for district staffers, the Texas Region IV Education Service Center named Frailey as its “Superintendent of the Year.”

The announcement of Frailey’s selection came during Tuesday night’s school board meeting.

Dr. Bill McKinney, executive director for Region IV, called Frailey “a true leader.”

“You are truly a leader among leaders. Mr. Frailey, we comment you for your vision and service,” McKinney said. “Mr. Frailey has proven repeatedly that he possesses the vision, talent and commitment to work successfully with others.”

McKinney also cited Frailey’s “special commitment to see all students achieve.”

School superintendents are nominated for the superintendent of the year honor by their respective school boards. The nominees are then evaluated based on “exhibiting leadership in his or her school district in the following areas:”

-         Student Performance

-         Administration and School Climate

-         School Board-Superintendent Relations

-         School Improvement

-         Fiscal Management

-         Facilities Management

-         Instructional Management

-         Student Management

-         Personnel Management

-         School-Community Relations

-         Selection Procedure

McKinney said Frailey was rated as “excellent” in all 11 categories.

Each of Texas’ 20 regional education service centers selects a superintendent of the year from their respective region. Five regional winners are then chosen as finalists to become the Texas Superintendent of the Year.

The statewide winner will receive a $5,000 award, which is underwritten by Balfour.

The honoree will be announced at the Texas Association of School Boards annual conference. This year’s conference will be held Sept. 24-26 in Houston. Names of the five statewide finalists will be revealed Sept. 24 and the winner will be announced Sept. 26.

The Region IV Education Service Center is Texas’ largest, providing services to 54 school districts representing more than 1 million students and more than 83,000 professional educators.

Following McKinney’s announcement, he presented Frailey with a plaque in recognition of his selection as regional superintendent of the year.

Board President Judith Snyder offered Frailey the board’s congratulations.
